Documents Required for Address Change in Civil ID
For Kuwaiti Citizens and GCC Nationals:
- Original Civil ID of the individual whose address is to be changed.
- Envelope, Obtainable from PACI or authorized centers.
- Original Nationality Certificate and a copy for applicants aged 18 or older.
- Two recent (4 × 6 cm) colored personal photos (4 × 6 cm), Taken without eyeglasses, and Background color should not affect clarity.
- Proof of Residence:
- Lease contract and a copy if residing in a rented property.
- Owner’s title deed if residing in a privately owned property.
- If residing with a relative, a copy of the house owner’s Civil ID.
- Recent electricity bill, valid within the last 6 months showing the address and owner’s name.
- Allocation letter from the Public Authority of Housing Welfare if residing in government housing.

Power of Attorney, If the applicant does not attend in person.
For Expatriates
- Two recent colored personal photos (4 × 6 cm).
- Copy of the passport for each family member.
- Envelope from the Public Authority for Civil Information (PACI) or from approved centers.
- Proof of Residence:
- Lease contract and a copy if residing in a rented property.
- If residing with a relative or Kuwaiti family, a copy of the house owner’s Civil ID.
- Letter from the employer if residing in government-provided housing.

- Download and Install Sahel App.
- Log In by Kuwait Mobile ID
- Switch to English (if needed).
- Go to My Services or use the search function to find Civil ID Address Change.
- Enter New Address Details.
- Review Your Details.
